Short Description
Integrated Intelligent Transport Systems Application using Digital Twin technology, Digital (DG) Twin
Documents are being drafted aiming to call for tenders around the end of 2022 for the purchase and installation of Intelligent Transport Systems (ITS) equipment. The implementation period will be 32 months plus one year of free maintenance and an additional 5 years of paid maintenance with a preliminary estimate of €6 million+VAT.
The contract value is €4 million+VAT and includes €2 million from Digital Twin and €2 million from ITS funding through the RRF of the SUMPs above and are included in the provisions of the relevant article 71-08564.
The contract will include: 20 El. Signs on the Intercity Network, 20 El. Signs on the Urban Network, 20 CCTV PTZ Cameras, 150 CCTV Fixed Cameras, 74 Traffic Counters and 106 Bluetooth Detectors.
The Cyprus Digital Twin application will build on projects implemented or being implemented through co-funded projects Crocodile II & III, TN-ITS Go and DIAVLOS, PRODROMOS & STEP2SMART. Within the scope of these projects, 120 traffic counters and 5 CCTVs have already been installed and, by the end of the first half of 2022, 11 additional traffic counters, 21 CCTV cameras for traffic surveillance and 4 electronic road network information and guidance Signs will be installed as well. These systems cover the main road network in Nicosia, the Intercity Network, and the entrances to other cities.
The Cyprus Digital Twin application implements the required significant expansion in the number and coverage of meters and modes of communication on a Pancyprian basis as well as the free provision of information and data to users and infrastructure managers (Public Services, Police, Municipalities), but also to businesses and research institutes which can use this data for research or innovative applications, e.g. navigation. According to the official indicators of the Cyprus Digital Twin project, the following will be implemented:
- 180 traffic counters,
- 120 CCTVs for traffic and incident surveillance
- 20 electronic information signs.
Redevelopment of the Limassol SUMP Axes
The project includes various actions on main roads in Limassol for a preliminary cost of €15.0m +VAT regarding:
Introduction of bus lanes on strategic axes of the city.
Creation of Park and Ride stations in two locations, in the east (Agios Tychonas) and in the west (Kato Polemidia - former biological station of Berengaria), with direct connection to the bus lanes mentioned above and, where feasible, connection to the intercity public transport network
Introduction of cycle paths/lanes on strategic city axes
Installation of Bicycle Stations at points for transfer to public passenger transport and at strategic points of the city with direct access to cycle paths / lanes (36 bicycle stations).
Improving road safety at major intersections and important transfer points for public transport.
Development and implementation of Intelligent Transport Systems that will support and enhance the operation of the above measures.
The necessary studies for the above projects are being promoted under Technical Assistance secured by the European Union (DG REFORM) and the contractor for its implementation is the European Investment Bank which has signed an agreement with those carrying out the studies. The projects will be implemented under the Recovery and Resilience Fund with a completion date of mid-2026.
Redevelopment of Larnaca's SUMP axes
The project includes various actions on main roads in Larnaca for a preliminary cost of €11.5m +VAT regarding:
Introduction of bus lanes on strategic axes of the city.
Creation of Park and Ride stations in two locations, in the west and north suburbs of Larnaca city, with direct connection to the bus lanes mentioned above and, where feasible, connection to the intercity public transport network.
Introduction of cycle paths/lanes on strategic city axes.
Installation of Bicycle Stations at points for transfer to public passenger transport, thus developing integrated services up to the last kilometer, and at strategic points of the city with direct access to cycle paths / lanes.
Improving road safety at major intersections and important transfer points for Public Transport, as presented in the Larnaca SUMP.
Development and Implementation of Intelligent Transport Systems that will support and enhance the operation of the above measures.

"Citizen and Public Service Collaboration through the Application and Management Platform 'FixCyprus' for the immediate maintenance and repair of road network infrastructure."
In the context of the effort made to improve the control, maintenance and repair procedures of the road network and the relevant infrastructure of the road network of Cyprus, the Department of Public Works of the Ministry of Transport, Communications and Works in collaboration with the KIOS Research and Innovation Center of Excellence, proceeded to develop an Administrative Platform for Reports and Application for their submission by citizens under the acronym "FixCyprus".
The Platform and Mobile Application FixCyprus accompanied by the slogan "For a safe tomorrow, fix it today." aims to improve road infrastructure and enhance road safety
The FixCyprus Mobile Application allows citizens to report failures and issues in the road network of Cyprus. Specifically, the app enables users to report problems (e.g., damages, wear and tear, vandalism) they identify on Cyprus's road infrastructure, as well as other hazards in related infrastructure (e.g., traffic lights, sidewalks, signs) that affect both the quality and safety of the network. Citizens' reports are accompanied by photos and precise information about the location of the failure or issue, along with relevant comments. Each report is automatically submitted to the corresponding District Office of the Public Works Department, which evaluates the report through the FixCyprus Management Platform and takes appropriate actions for repair or assigns it to other responsible services and agencies for further handling.
Failures and issues in the road network concern both state services and local administrations (District Commissioners, Municipalities, and Communities), as well as services such as the Cyprus Electricity Authority, Water Supply and Sewerage Boards, and Telecommunication Providers. These services have been informed, and their representatives have been trained to help manage reports through the FixCyprus Management Platform, planning a series of actions aimed at repairing failures or resolving the reported issues.
Through the FixCyprus mobile application, citizens also have the ability to track the progress of each report they have submitted, which appears in the report history within the app.
The use of the FixCyprus mobile application has led to improvements in the speed of identifying and recording failures and issues in the road network, planning and repairing them, enhancing communication with citizens, and strengthening road safety.
Based on the statistics available so far, which can be found in the platform, approximately 2,700 reports have been submitted nationwide, the majority of which concern pavement cracks, obstacles/damages on sidewalks, vandalism of signs, and visibility issues due to obstructions. Meanwhile, most of the reports that were rejected pertained to illegal parking on sidewalks, which does not fall under the terms of use of the application.
The development of the Management Platform and the Application is part of a broader collaboration between the Public Works Department and the "Koios" Center of Excellence to create a digital twin of the road network of the Public Works Department. This initiative will contribute to the development of smart and sustainable transportation systems and is financed by the Recovery and Resilience Plan of Cyprus.
The FixCyprus mobile application has been available since September 27, 2022, for both Android and iOS devices.
